Graham brings over 30 years of experience in employment relations, workplace law, criminal investigations, and litigation management across New Zealand’s public and private sectors. With a strong foundation in legal practice and operational strategy, he is recognised for resolving complex workplace issues, leading high-performing legal teams, and delivering pragmatic, values-based advice in high-risk and regulated environments.

A specialist in employment law and dispute resolution, Graham has advised unionised and non-unionised workforces on performance management, disciplinary processes, workplace change, bullying and harassment complaints, and health and safety obligations. He is adept at managing organisational risk while supporting fair, legally compliant decision-making across the full employee lifecycle.

As Senior and then Chief Legal Adviser to the New Zealand Police, Graham led a national legal team advising on operational policing, civil litigation, major criminal investigations, and regulatory compliance. This role demanded sound legal judgment and the ability to guide senior leaders through legal risks, including litigation, privacy, and serious misconduct.

Previously, as Team Manager at MSD Auckland Legal, he led a team of lawyers delivering civil litigation services aligned with the Ministry’s operational and compliance frameworks. Graham has also held senior roles in the private sector, where he provided strategic in-house employment relations advice, managed health and safety issues, and resolved employment disputes through mediation and proceedings before the Employment Relations Authority and Court.

Graham has appeared before the Employment Relations Authority, District Court, High Court, and Employment Court, and has significant experience managing litigation strategy, both internally and through external counsel. He approaches disputes with commercial pragmatism, cultural awareness, and a comprehensive understanding of the legal landscape.

A collaborative and strategic leader, Graham builds strong relationships with executive leaders, HR teams, unions, and operational managers. He brings a calm, principled approach to problem-solving and is committed to fostering fairness, legal integrity, and positive workplace cultures. In 2007, Her Majesty the Queen appointed Graham a Member of the New Zealand Order of Merit (MNZM) in recognition of his services to policing.

Sarah first joined the consultancy in August 2010, having gained generalist human resources experience from working in the United Kingdom.  Following a period of time focusing on her young family, Sarah has recently re-joined Three60 Consult as a Senior Associate.

Sarah has highly developed employment relations skills and offers her clients practical advice, support and advocacy at every level.  Having worked with some of the consultancy’s biggest clients, Sarah has managed multiple restructuring and change management projects, collective bargaining, disciplinary and performance management issues, disputes and personal grievances (including representation at Mediation and the Employment Relations Authority), drafting employment agreements and policies, managed recruitment assignments, and delivered customised training sessions.

As a skilful problem-solver, Sarah ably assists clients with complex matters; researching and providing written opinions and practical advice.  She has advised clients on a number of restraint of trade, and independent contractor verses employee disputes and has specialist expertise in the technical area of Part 6A of the Employment Relations Act (continuity of employment where  employees’ work is affected by restructuring).

Raymond joins Three60 Consult with 22 years’ of experience as an Employment Advocate, working with unions and employers in all matters associated with the employment relationship.

He has worked with employees and management teams across a diverse and wide-ranging group of industries/sectors including Aged Care, District Health Boards, Engineering, Manufacturing and more. Over this period, Raymond has worked with many business leaders and employees within a wide range of organisations and sectors, including multinational corporations, to resolve employment issues. He has provided professional and technical advocacy for renewal of Employment Agreements, both Collective or Individual, and creating policies for organisations. 

He has experience in contract interpretation, and has good understanding of the Employment Relations Act 2000 and its Amendments, especially Part 6A Vulnerable Employees, Availability Provisions, Holidays Act 2003 and its Amendments, Equal Pay Act and its Amendments. Raymond has managed multiple restructures, management of change, and has experience with remuneration systems including Skills Based Pay Systems and incentive schemes. 

Raymond has worked on numerous disciplinary matters, preparing for and advocating in investigations so that compliance is achieved throughout the process, including WorkSafe Inspectorate Investigations. Raymond uses his technical experience to achieve outcomes for the client to meet the organisation’s goals and aspirations with a proven record of results orientated, interest-based solutions.

Raymond has managed staff for over 5 years with a proven record of leading outcomes through advice and mentoring that enables organisation’s objectives to be achieved. He is a proven problem solver when complex matters arise in the employment relationship.

Jordana brings over 15 years of experience in Human Resources, Employment Relations, Industrial Relations, and Talent Acquisition across both the public and private sectors in New Zealand. She has held senior roles at a number of large organisations such as Auckland Council and Fonterra. Jordana has led complex employment matters and advised on a wide range of issues including personal grievances, restructurings, disciplinary and performance processes, workplace investigations, privacy, and collective bargaining.

Jordana holds a Bachelor of Laws from Auckland University of Technology and was admitted to the High Court as a Barrister and Solicitor in 2025. While she does not currently hold a practising certificate, her legal training and extensive practical experience enable her to provide clear, timely, and pragmatic advice that helps clients resolve employment issues efficiently and effectively. Jordana is known for her strong stakeholder engagement and ability to influence outcomes, and has coached and mentored HR and ER professionals, designed ER strategies and policies, and facilitated training for managers.
